I found in the controller settings the port for the portal and set the http port to 80 and https port to 8843.  However, when I point my browser at those ports, I get an http 404, page not found.

Well in kind of situation, you may need to check few things.

#1 Your devices actually have IP address assigned right? I mean you phone and laptop. Did you test other devices maybe?

#2 What's the browser that you are using? All install latest firmware right? Also you can try to clear the browsing data.

#3 You setup a guest SSID wth portal, what about you main SSID without the portal(I assumed you have one)? Is it working correctly and also may sure you didn't setup any Access control rules between your devices and controller.
