Management VLAN on TL-SG1016DE

Hi,
I'm trying to setup a VLAN configuration and don't know, how to...
1. I configured Port 16 as uplink and set my VLAN (21, 22 and 23) as tagged to this port
2. I set Port 1 as untagged to VLAN21, Port 2 untagged to VLAN22 and Port 3 untagged to VLAN23
My question:
How to setup the management VLAN?
I tried different settings, but after reboot of the switch it changes between VLAN21 and 22 dependent on what is connected to port 1 and 2
