We want to install 16000 eap225 access points on 3200 objects, each object is connected to the hub through a VPN tunnel. It is necessary to connect 16,000 access points to the central server. Is it possible to connect and what is the solution. The cloud controller does not meet the customer's information security requirements.

Well, you can operate the 225's in standalone mode, but you won't get the fancy stuff like fast roaming etc etc.  You'll also have to script up a mass configuration script and some more for general monitoring etc.  If those are outdoor 225's then without the controller you won't get mesh support either.

 

I think you should find a way to ring fence the software controller such that it actually DOES meet their security requirements, because your life will be miserable without it.
