In the ER605 with conventional links it gave an average of 1.60 to 1.70 Mb/s for both UP and DOWN. In another test with a dedicated link, which is much more expensive and is a real link with an average of 4.00Mbps UP and 3.50Mbps DOWN. Even the client and lan speeds are 450Mbps Down and 100Mbps UP, why is it so slow? and I'm making only 1 connection. Even through OpenVPN or L2TP they are very slow. Is there anything I can do to improve this?

If you bought the ER605V2, then upgrade to the latest firmware and use Wireguard as your VPN.  You are still ultimately going to be limited to capability of the embedded processor in the ER605, but you'll get better throughput because it is a less compute-intensive VPN solution.

I feel your pain!  Look if you want a little speed boost and don't need the encryption, just run a straight L2TP tunnel (drop the IPsec) as doing that should improve things a bit.
