Document from pfsense about the function you are talking about, or current config screenshots, anything else you can provide for me? I don't follow what you said. At least I know what you are talking about. Static routing looks like it. But you don't think so. I don't know then.

Diagram as well. Or there is nothing I can do as I don't understand what you described. It looks impossible from what you described. You might seek a different solution then.

It finally makes some sense if you say so.

 

If it is works as a LAN, it should pass to the WAN because this is a router. Making sense now. I thought there is something wrong with your diagram/connection.

If both ports are WAN, it will travel NAT and should have at least go through WAN(NAT) > LAN(VLAN X) > LAN(VLAN Y) > (NAT)WAN. Several times of translation. Static routing should be what you used in your described case.
