Try a different port for your OVPN. Does your ISP detect OVPN protocol and block it deliberately?

I don't experience an issue with the OVPN in both the lab and the home environment. It would connect straight.

 

You can try Wireguard. I am pretty sure that this should work. If WG or OVPN does not, do you have the log on the client? What does the log say?
