TL-SG108E (unable to discover switch via Easy Smart Config Utility)

This is for the TL-SG108E Easy Smart switch...
I have configured my IP static to 192.168.0.100 and SM: 255.255.255.0
I also tried various other IP's for testing and I can't get a connection to the switch.
The only cables connected are from the PC to the switch (cat 5e) brand new cable.
I also d/l the newest version of the software from tp-link site and that gives the same error, even from a different computer ...
I also tried the rest button on the front, same issue..
Any ideas for what can be done to get this working?
