Need help to share two providers among two users in different buildings

I am not a network specialist, and hope someone with more knowledge can kindly help me setting up the following structure:
Two different users have their homes at about 50-60 m (150-200 ft) distance. Each of them has a different internet provider and his own local area network.
To get more safety against failure of one of the providers without having to contract both providers each of them, both should be enabled to use the other's provider automatically if one fails while keeping the two LANs well separated, so no intrusion of one user into the LAN of the other can happen.
Both properties are situated in a way that LAN cable can be drawn from one home to the other.
Right now each user has a modem (one has ADSL, the other fiber cable) and a simple LAN/WLAN router after the provider's modem to serve the own LAN.
The easiest solution I can imagine would probably be to connect a 60m-LAN cable to one output of each owner's router and terminate this cable with a simple LAN/WLAN switch at the other home in order to terminate it (I think leaving it open might not be an option). In case of failure the user with the missing WAN would have to unplug his router from his own modem and plug it into the incoming cable from the neighbor.
This would be uncomfortable because it is not automatic and requires immediate access to the incoming cable. Also, there might be interference or loss of separation between the two LANs (?)
So I have thought to exchange or integrate the existing routers with a TP-LINK TL-R470T+ on each side. Some questions arise.
1) How should the modem outputs be connected to the dual WAN routers to get the desired effect?
Would it be possible to connect the own WAN to the "primary" WAN connector of the own TL-R470T+, then program one connector so that it passes only this WAN to the cable that goes to the other user, where he plugs it into the "secondary" WAN connector and vice versa?
Or would it be better to connect the existing small router (using it simply as a switch) to the modem and then connect one outlet to one WAN connector of the own TL-R470T+ and another to the cable that goes to the neighbor?
2) Having two routers at a distance and powered by separate power lines (which might have different ground potentials), could there be problems with leakage currents which could damage the router inputs ?
Could this be overcome by passing a separate copper wire which connects the two grounds or is this not necessary due to the copper wiring in the LAN cables?
Otherwise, would it be advisable to use fiber cables between the two systems and which interfaces would be needed?
