Outdoor CPE 210 Netgear Problem

Hoping someone can help, I am trying to connect a TP-LInk CPE 210 to a Netgear Router WRN1000v3 but am stalled at the first hurdle. The Netgear router is connected to our Hughes 9200 Satellite broadband terminal as we are in a remote location.
When i connect the CPE210 to the netgear router it is not showing up in the attached devices and no matter what I do I cannot seem to get it to show up, therefore I cannot log into the CPE210 to set it up
I have other devices connected to the Netgear router both wired and wireless with no problem including remote cctv system
Has anyone any ideas
