Connectivity problem with 2 switches

ISP :
Two switches are connected in each other
[SW1] ----- [SW2]
When I connect the sw1 with the router (with ethernet) none ports of sw1 or 2 has connectivity.
However, when I connect sw2 with the router then all the ports of both switches are connected to the Internet..
SW1 is TL-SG1016 and SW2 a 100 switch...
Why is this happening?
