Are you trying to access ftp client locally or remotely? After add the router in your network, did you change settings on ftp client? For example, host's IP? You'd post some screenshots here.

Plug the 3G to your PC directly. If it works fine, maybe it is your router issue.

Which port did you open? D7 is working as a router or modem router? WAN IP address is a public one, right? Outside the network, maybe anti-virus software or windows firewall blocks it?
