Does AC5400 support IPsec site-to-site VPN so that I can connect to Google Cloud Platform VPC?

Currently it only supports IPsec VPN passthrough, which means that it allows IPsec VPN data transferring, but cannot set up IPsec site to site VPN on the router.

Any reason why IPsec tunneling is restricted to some of the VDSL models? I would love an AC5400 rated router that supports VPN server and client.
