I ran into this issue too. I fixed it with this process:
[*]Uninstall the device from device manger.
[*]Shut down the PC
[*]Physically removing it from the pci-e slot.
[*]Starting the computer and shutting down again
[*]Physically reinstalling the card
[*]Downloading and installing the latest drivers from the tp-link site.
I thought I would share in case anyone only has 1 pci-e slot.
It seems to be an issue with windows and not the driver.
I've got a windows insider feedback item. If you've had this problem, upvote it! https://aka.ms/Uc4snd
Had the same issue today (code10 cannot start in device manager for the TP-link 802.11ac device) 12-10-17 after my pc got the 'creators update 1709', turns out mines was in a 1x PCI-e slot (the short one) I changed it to the 16x (the blue longer one) started the PC and wallah, the thing started working. So it seems like just placing it into another slot does it.

The 12-19-17 Windows update finally got me on this...T9E stopped working with the dreaded "code 10". I had to do the above, and move it to the PCIe x1 slot...wouldn't work in the other slots.

Rollback windows update
2017-12-22 06:16:45
Hi all,
I had the same troubles. Tried :
Uninstalling/Reinstalling driver several times with restarts
Moving tplink card from x1 PCI-e to x16 PCI-e
Didn't work.
In the end, I rolled back the 1709 windows update (to 1607) , and everything started to work again.
GL all

Finally got it working. I moved the T9E card to a 16x PCIe, and didnt work. Then moved to another, but PCIe 8X and it worked!!!
Maybe this will help

I have tried uninstalling the driver, rebooting without the card installed, then rebooting with the card installed in x1, x8, and x16 slots...all are a no go with any driver I can find. This is so frustrating...

Rolling back from windows update 1709
2018-01-02 10:54:05
i have tried all of the solutions that people have said worked with their driver. At last i came to rolling back to version 1706 but intead of having an error 10 message i get a yellow exclamation mark on my wifi whenever i want to connect to the 5g. I have tried running cammands in the prompt but it still didnt work. And even when i try to connect to the 2.4g wifi it is extreamly slow and fails to keep the signal. No one seems to have this problem when rolling back to 1706 so is there anything i can do to fix this?

Another success to PCI slot change after this card failed to work after windows update.
Changed from long Blue PCI to very short white PCI to fix.

Just tried 1709 again, and, no surprise, even reinstall or moving slot are not working. But hey, just saw
this post so i tried update
KB4056892 (nothing to lose so far...) and magic! Problem seem to be fixed. Same slot, same drivers....but it's not Microsoft to blame...:p
