I currently use my cell phone as a wi-fi hot spot and after installing Windows patch 1803, the T9E will no longer connect to the phone. It is a Huawei P9 lite. I have tried to "forget" my wifi, change name, used no password and re-installed drivers. The Wi-fi shows up and when I try to enter the password the wifi icon in the taskbar shortly shows "connected" -> "adapter disabled" -> "adapter on" (but not connected to anything). My tv and ipad has no problem using the wi-fi hot-spot.

This should be affected by the windows update.
Since T9E has no utility supported on win10, we can only enable softAP with the third utility, such as connectify.
You can try to reinstall the connectify to enable softAP function.

I don't want my computer to be an AP, I want to use the T9E to connect to my phone, which I use as an AP. This is no longer possible after the 1803 update.

I have the exact same problem. I can no longer connect to any wifi networks with the T9E after performing the 1803 update. TP-Link need to resolve this driver problem.

I found out that it can connect to 5Ghz access points but not 2.4GHz

Can you see the SSID of 2.4GHz but just can't connect to it?
Or you even can't detect the SSID of 2.4GHz? or 2.4GHz connection shows connected but no internet?

I can see them, but when trying to connect, what I described in the OP happens. But now I have a router that supports both 5ghz and 2.4, and there is no problem connecting to the 5ghz.
