WR740N Router - Can connect to Windows laptop, but not Linux or Android devices

Hardware Version : WR740N v4 00000000
Firmware Version : 3.17.0 Build 150105 Rel.61576n

I have a two year old WR740N Router, upgraded to the latest firmware 3.17.0 Build 150105 Rel.61576n. I had to go away for a month, so I just kept it off. Returning back, I can only connect to my Windows laptop, but not Linux(on the same laptop), nor Android devices.
Here is a log for one of my android devices -

DHCPS:Recv DISCOVER from 28:27:29:22:27:22
DHCPS:Send OFFER with ip 192.168.0.100
DHCPS:Recv DISCOVER from 28:27:29:22:27:22[/HTML]
And this keeps on repeating whereas for my laptop, the log is
[HTML]DHCPS:Send ACK to 192.168.0.101
DHCPS:Recv REQUEST from 14:10:1D:19:19:1D
DHCPS:Send OFFER with ip 192.168.0.101
DHCPS:Recv DISCOVER from 14:10:1D:19:19:1D[/HTML]
So it looks like my android devices never send the request packet, but I am not sure why. This happens to with all 3 of my android devices(5.1,7 and 8 android versions), which can easily connect to wifi networks in public, and connected fine to this wifi earlier. Any idea what the issue might be?
I have already tried a hard reset as well.
