Router TL-WR1043ND v. 1.9. - While I was upgrading Firmware, energy was down

I have a router TL-WR1043ND v. 1.9.
While I was upgrading Firmware, energy was down, then process not finish. Now PWR Light is ON , all other LEDs are blinking.
Cable directly connected to my PC - the network tells me that "Network cable is unplugged".
If i in the "CMD" write ipconfig write me :
Ethernet adapter Ethernet:
Media State . . . . . . . . . . . : Media disconnected
Connection-specific DNS Suffix . :
The router is unavailable. It seems that the TFTP program "forced" to load firmware. According to the instructions on the web site ( https://kb.netgear.com/19841/Reinstall-the-firmware-on-a-router-without-the-setup-CD-recovery-tool)
does not load firmware, as it does not ping the title 192.168.1.1 or 192.168.0.1.
Can you help me ?
