What should I do to get the full speed?

All cables are good.

I can confirm same thing on my 5400x. Using latest FW. Seeing not much more than 300Mb. Before I updated I saw around 700Mb. 

Why can't I downgrade FW?

Could you please make a new firmware with an option to DISABLE all your QoS fetaures???? NAT boost do not works as expected.
