I am not able to open  configuration in browser at 192.168.0.254. Please help

How about tplinkrepeater.net? You should connect your phone/computer to the extender wifi, not home wifi or other network. Try different devices, reset the extender if it's not working at all. And the extender has been configured, find its IP address from your router's interface, use that IP address to login. That's the best way.
