I bought two devices, a WN823N (Archer T3U? ) and a WN725N (Archer T2U ?) as my laptop wouldn't support a hotspot without an internet connection. They both worked. In windows go to cmd or powershell and type ipconfig /all Somewhere in the list will be a description field of "microsoft wi-fi direct virtual driver" or similar.

@NigelLe Update: Although both dongles reported a microsoft wi-fi direct driver, i still couldn't create an access point without being connected to the internet,
