Failed to configure ICS!!!

I can't configure the SoftAP mode.............it always shows "Failed to configure ICS,you can connect to SoftAP,but to share the internet servicewill may be some problem".........i'm using it to connect my android mobile with my wired broadband.............please help me.....

Right click on Computer icon, go to Manage.
Services and applications---Services
Find Windows Firewall/Internet Connection Sharing (ICS) and double click on it.
Startup type: Automaic
Sevice status: Started

Hi!
I do have the same problem.
WinXP with SP3 and McAffee Internet Security.
Firewall of McAffee is diesabled and the mentiond service is running.
Did several reboots, no help.
Any ideas?

softap is not active
