Can I connect Deco M9 plus satellite to Main M9 using power line adapters like TL-WPA7517 to create Ethernet backhaul? If yes then how?

Yes, you can connect Decos with powerline adapters and they will create Ethernet backhaul. I have an older pair of ZyXel PLA5215, tested with them - it works.

You should have pair of powerline adapters for them to work, obviously. Let's name them PL1 and PL2.

 

Connect PL1 to second port of Main Deco, or to switch which is connected to Main Deco, using standard Ethernet cable. 

Connect Satellite Deco to PL2 using standard Ethernet cable. 

 

PL1 connected to switch (which is connected to Main Deco):

 

 

PL2 connected to Satellite Deco, Deco reports Ethernet backhaul in Deco app:
