The Archer C7 V4 is listed as a One Mesh supported device on the TP-Link Page:

However, now that I have purchased a One Mesh AC1900 Extender it is not allowing me to create a One Mesh network with an "Unsupported" Router.

 

Is there a software update that I need?

See the OneMesh compatible devices list here.

Archer C7 v5 supports OneMesh.

As for the link you're refering I believe it's not correct - see the C7 v4 FW releases - there's nothing mentioned about OneMesh.
