I'm considering buying a Deco M4 system for my house but my Internet is provided by a mobile Wi-Fi dongle (Kanguru) with no Ethernet port. Can Deco be configured to create a new Wi-Fi network and connect to the existing mobile dongle Wi-Fi network for Internet access?

No, it needs to be cabled.
Maybe your best would be to buy a cheap wifi extender with a lan port (probably 100Mbps, depends on how much speed you can get from that kanguru).
Put it as near as possible to the kanguru and set it up it extending the kanguru wifi, then plug the deco to its lan port and configue the deco(s).
