Can’t connect securely to some web page

I have a tp-link router.
Model: Archer AX10(US) Ver 1.26
Firmware Version: 1.1.1 Build 20201116 Rel. 57022(5553)
When I use ie to browser a website, I got the error:
"Can’t connect securely to this page
This might be because the site uses outdated or unsafe TLS security settings. If this keeps happening, try contacting the website’s owner."
I checked on the web. Many people said that I need to check the TSL 1.2 in the internet option setting. I did that on my Windows 10 and no help. I found that if I use my cell phone as the WiFi hot spot, I can use the same PC to browser that website normally. That made me think that the problem should be in the router. Is there a bug in the router? Or I need to change some setting on my router? Can anyone help me? Thanks.

Try opening the problematic websites with another browser like MS Edge or Mozilla Firefox to see if the problem persists.
If the problem still persists you may consider upgrading the device FW - you're two versions behind the current one.
