TL-WDR4300 Can't Login to Router or to switch on Wifi - Please help!

Hello TP-Link forum. Today I am received TL-WDR4300 from Usa Ebay seller. I am used before other router models but this is first time I've see such a problem. Basicly to say I've can't login router admin panel by ethernet. When I plug in it is show on pc it is connected but if I try to login tplinklogin.net or 192.168.0.1 it is gives no result. On command when I make ping to 192.168.0.1 it is gives time out or destination net unreachable. But if I plug in internet cable fiber it is gives internet by ethernet. Same problem with WIFI lights do not turn on or give reaction if I switch on/off. I am think it is internal problem modem. I am contacted seller about this problem he told me contact with TP-Link support.
