Problems with remote control of the router through a smartphone
I'm trying to remote control my router using my smartphone's browser.
If the smartphone is within the range of the Wi-Fi router, then I have no problems and I can change the router settings.
If I turn off Wi-Fi on my smartphone, leaving only the mobile Internet (imitation of a long distance), then when I try to connect to the address 192.168.1.1 I get the answer - I CAN'T GET ACCESS TO THE SITE. The site http://192.168.1.1/ is unavailable.
P.S. Surprisingly, my router model TL-WR541G / TL-WR542G is not in the forum database.

First you should check your router's WAN IP address. If it's in the following IP ranges, you won't be able to use the remote management (these are Private IP addresses and CG-NAT) - this means that you're behind double NAT.
10.0.0.0 – 10.255.255.255
172.16.0.0 – 172.31.255.255
192.168.0.0 – 192.168.255.255
100.64.0.0 - 100.127.255.255 - The only thing you could do in this case is to contact your ISP and ask for the possibility to receive your Public IP address on your router's WAN port.
You need your Public IP address on the router's WAN port to be able to manage it remotely.
Now after you've checked your WAN IP address:
If that's your Public IP address then set for remote management IP address 255.255.255.255 and test the remote access from your mobile network.

To access the router from a network outside of your local network, you should type your router's WAN IP Address into your browser's Address, followed by a colon and the custom port number. For example, if your Router's WAN address is 202.96.12.8 and you use port number 8080, enter in your browser: http://202.96.12.8:8080. You will be asked for the router's password. After successfully entering the password, you will be able to access the router's Web-based utility.
The Remote Management settings are in System Tools => Remote Management:
- Web Management Port - Web browser access normally uses the standard HTTP service
port 80. This router’s default remote management Web port number is 80. For greater
security, you can change the remote management Web interface to a custom port by
entering that number in this box provided. Choose a number between 1024 and 65534, but
do not use the number of any common service port.
- Remote Management IP Address - This is the current address you will use when
accessing your router from the Internet. The default IP Address is 0.0.0.0. It means this
function is disabled. To enable this function, change the default IP Address to another IP
Address as desired
These are quotes from the TL-WR542G user guide - Chapter 4.13.8.
N.B. "Type 255.255.255.255 Remote Management IP Address means that you can connect to the router remotely from anywhere via Internet, this is not recommended and please use it with caution."
TL-WR542G router is more than 10 years old device which is End Of Life for a long time. For your security it's suggested to upgrade to a new router device.

I did all the operations again, but I still can only change the router settings from a laptop or smartphone with Wi-Fi turned on.

My WAN address is in the range - 100.64.0.0 - 100.127.255.255.
