Do you mean you are unable to login the web interface of the extender?
If the extender is not configured yet or no internet access, please reset it to factory defaults by holding reset button for 1s.
Then please connect your client device to the default TP-Link WiFi network named TP-Link_XXXX, then please try to login its web interface again via tplinkrepeater.net or 192.168.0.254.
Note: If you are using a smartphone, please turn off mobile data of the phone to ensure it is only connected to the extender network.
