I have a cat6 Ethernet cable from my home router to a remote observatory. I want to connect my router Ethernet cable to the AC1200 RE315 so that I will have WiFi in the observatory. 
Do I simply connect the router Ethernet cable into the Ethernet port on the AC1200 to enter the set up mode ??

To be able to do that you'll have to configure the RE315 in AP mode - here's a guide for that.

You can also refer to your RE315 user guide for this scenario - here.
