I use starlink without the Ethernet adapter so I want to convert wifi to Ethernet but in a different ip class.
so my wifi is 192.168.1.0/24 and I want to have internet on the eth port on 10.0.0.0/24.
can I do it with tl-WR902AC?

You should be able to do that when TL-WR902AC is configured in Hotspot router mode (WISP) - check this guide.
