Hi, what is the operation mode working on your TL-WR902AC? please note that only Router and Access Point modes of this device are compatible with Tether APP.
In addition, please make sure your phone is connected to WiFi network of TL-WR902AC, also try disabling mobile data on the phone or any VPN connection if there is.
