After turning off the power (or rebooting with the power off), Smart Connect turns off after a while at the next boot.
Auto update is also turned off.

Do you mean even you turn on Smart Connect and Auto Update, then rebooting/restarting the router via the power button or Web UI, then you log into the Web UI and check again, Smart Connect and Auto Update is disabled? A screenshot is also good to share.
Technical support via email said you need to disable the "Settings > Advanced > System > About > Join User Experience Improvement Program" and reset router to factory defaults.
And at the next initial setup, do not enable this option.
