Does any one know if the HX220 extenders are compatible with the Archer VR400 modem/router.

They are compatible. You can connect HX220 to VR400 and then set up HX220 to extend the network. But they cannot create a mesh WIFI.
In this case, the two devices will broadcast two different WIFI signals.
