probably not, at least not at the AP level.
Looks like AP14 is happy enough, it's just the controller that's confused. My guess is the uplink is working just fine.
Sometimes controller/device firmware combos have issues that result in this kind of thing. If you have a moment after hours, you can power cycle 14, and it will likely come back up, online and adopted.
