Is there a model that I can turn on and off remotely via computer?

I need to get a router for my 3g dongle but the catch is ideally I need to be able to turn the router on and off remotely or disable the dongle remotely. Is this possible with any model? The reason I need to do this is because my signal is only decent up in the loft and thats where I need to put the router and dongle. The real catch is that the dongle works on a time limit (100 hours a month) and with unlimited data so I can't just leave it on as it will soon run down the clock. Any thoughts or is there another way around this? Or have I got this wrong, if the dongle is connected to the router but no pc is accessing the router then would the clock not run down? Help!
