How do I log into the Web-based management page of Wireless Access Point?

I follow the steps from FAQ ID: 375.
I connect my 702N to my laptop with the LAN cable.
Then, I assign 192.168.0.10 as a static address to my laptop with subnet mask 255.255.255.0
Then I open a browser and type this URL: http://192.168.0.254
But nothing happens - I can't get to the router's settings page. What is wrong?
Is this procedure also valid for firmware version 4.19.1 Build 130528 Rel.52704n ???
