Not connecting to time server

Region : Canada
Model : TL-WR842ND
Hardware Version : Not Clear
Firmware Version :
ISP : Acanac
I am not able to make our TL-WR842ND connect to a time server. The computers on the same subnet can.
The real problem is that the void phones behind the router depend on the DHCP server (which the TL-WR842ND is) for their time and so all the phone have wrong time.

What's your time server and NTP server on web interface of WR842ND?

I have it set to 0.ca.pool.ntp.org I have tried others, and they did not work either.

It is a static IP number, part of a subnet that then is routed through a DSL modem/router to the Internet. So it is a router between two subnets.
I actually have it going now by setting up a ntp server inside the LAN subnet and pointing the TP-Link to the internal ntp server. But the fact does remain that I was not able to use external ntp servers, but the computers can.
