This may seem like a dumb question but I am not tech savvy.

Can the WR702N create a secure wireless network using a public wireless network? For example, if I am at a public place that has free wifi access, can I connect the WR702N to this public hotspot and then connect my devices to the WR702N using a password?

I looked at the features but this was not clear to me. When I travel I am always nervous about using public wifi (even with a password provided by the restaurant, hotel, airport, etc.) If the WR702N cannot do this, is there another product that can?

Yes your device TL-WR702N can connect to a wireless network by bridging or repeating but this would require the public wireless network to support bridging or repeating. Even still your connection would only be secured from your TL-WR702N to your mobile phone or other device but from your TL-WR702N to the public wireless network it would be unsecured. Nothing would really be accomplished. If you are worried about security while using a public wireless network then you should look into a vpn connection.
