Firmware Version :

ISP :

On Win 8.1 the driver installs properly. But when I try to install the utility (TL-WN823N_V1_Utility_140918) I get an error message: "Utility cannot be installed on this operating system." How can I install the utility on Win 8.1

Did you download it from TP-LINK website? Disable anti-virus and firewall. Install it again.
But Windows has built-in utility and it is not necessary to install a TP-LINK utility.

To be honest, no need to install as it doesn't support window 8.1...
It is more convenient to use the original Windows wireless manager. As you already install the driver properly, you can click the network icon at the right corner of task bar to use Wi-Fi
