Is the TL-WA830RE repeater also a real AP?

A friend has purchased a TL-WA830RE and is trying to configure it as an wireless Access Point. I sid that I suspect the reference to AP in it's specs means that it can connect and repeat a wireless signal from either a wireless Router or a wireless AP. The provided Ethernet port is there for configuration purposes.
Can someone please if I am correct? Or can the TL-WA830RE be used as an AP by connecting an Ethernet cable to its Ethernet port and performing some special configuration to mke it work as an AP?
