Region selection box is stuck in united states while i am in italy

I find it difficult choosing the right region because the default region can't be changed, though the time zone is changable. Secondly after several trials I still find it difficult to access the internet. Once only my windows can access the wireless and non of my Apple products, Iphone 5, I pad and macpro could acess the internet. Now not even the the windows pick the wireless anymore. Please I would appreciate any help.
