I do not have any problems with wi-fi network - I have problem installing TP_LINK program called "TL-WDR3600_V1_USB_Printer_Controller_Installer_Mac" on MAC - OS El Capitan.
Any advice?

It is a comapatibility issue which has not been fixed yet.
The temporary solution is to downgrade your MAC OS if you still want to enjoy the printer server function. Or you may wait for the update of the printer server controller utility,
