Trying to flash/tftp book Archer C7 v1 - always halts at 66%

Hi, we are trying to flash/tftp book Archer C7 v1 after completely bricked FW upgrade
We followed this excellent guide: https://mikepalmer.net/tp-link-archer-c7-ac1750-v2-tftp-recovery/
All is true, however V1 uses 192.168.0.66 (0.x range)
The problem is that the recovery BIN firmware *only* uploads to 55-66% every time. ..... it never continues to 100% .... why? (15754 blocks written, then exit, 66%)
My conclusion is bootloader is looking for bin over TFTP .... so there is an opening ... but why does it always always stop half way?
