Howto stup bandwith for 15 Users

I hope I looked properly enough for my question around here. The title already tells my mission. I am running a TL-WR941ND with 450mbit/s, latest firmware. There are 15 raspberry Pi and 15 labtops connected via wlan at the moment. The raspis are controlled by the labtops via ssh. Normaly this works fine. There is not much traffic affordable: using terminal, using an editor, opening a small pdf. Things like that. But sometimes some connections are very slow for some users while others have no problems.
Can I solve this by using the bandwith-option?
Is it a as simple: just devide 450 through "number of users" to determine the right bandwidth?
Is it just the same number for "Egress" and "Ingress"?
All this happens in one room of a school network. Do I have to choose "other" rather than "ADSL"?
