Configure Router TL-WR741ND with disabled DHCP

Hello, good morning.
I have a tp-link router ( TL-WR741ND) and we left the DHCP disabled because it was recommended by the internet providers in a way to not have conflicts with their fiber service.
But without it I can't connect to the router while having internet connnection (because of the different IP ranges), and I want to configure a QoS here.
Is there any way to configure QoS in the router without receiving an IP from it? (the modem from the internet provider gives us ours IPs).
( i.e.: I need to manually change my ip to 192.168.1.x to connect to the router, while to connect to the internet I receive the IP 192.168.2.xxx, and the router will not accept this new IP in the configuration of a QoS.)
Or should I enable DHCP and see if there is any consequence like conflicts?
