I might have encountered the same problem, provided you downloaded the EU-Driver: TL-WN823N(EU)_V2_...
If so, and you encounter the message after running "make" in the driver directory:
Remove the parenthesis from your folder names and try again, worked for me on Suse.
If it does not work, a little more information would be helpful. Where are you stuck?
