Cannot log into TL- WA801ND

My IP# 192.168.0.254 does not connect to anything when entered into the internet. I cannot link up to my modem or anything else. It seems I have a plastic paper weight with flashing lights. I have used the cable to the modem and to my computer and nothing happens. Tell me how to configure this unit to my modem.
I am using windows 10 by the way.
