I think it's better to ask the question on SOHO community. This is the SMB community. And 45 tablets may be hard for C7.

Archer C7 is a soho router, we may able to connect about 20-25 devices to each band to get internet; while cause there are 45 tablets, and it works as a local server for the school computer lab, considering the network scenario, it is hard to ensure the performance. 

You may get some business level product.
