Cant log into tplinkmodem.net, but can use the same username and password to log into the tether app

I'm wanting to set up QoS on my router, but am struggling to do so.
There is no option for it in the mobile app - there is no homecare tab at all, as mentioned in articles such as this one: https://www.tp-link.com/us/support/faq/1772/. I think this is due to the router used not supporting homecare.
I cannot log into the browser based service - the page is telling me that my username or password are incorrect, but the same credentials allow me to log into the app.
I'm sure that it is possible to configure this, as suggested by this article: https://www.tp-link.com/uk/support/faq/1742/
I would welcome any help on this subject.
