My South African ISP is telling me to upgrade to version Archer C20(EU)_V4_181213 but when I go to the South African TP-Link website it only shows me the version that I have.

I found the version that my ISP wants me to install on the global website but when I try to install it I get Error Code 4503 telling me that the file has not been accepted. The ISP is now saying that I should give them remote access and they will install it. This is not acceptable to me.

What is going on?

Why are some countries updating to the 181213 level and not others?

I saw an old post from Pakistan where TP-Lik admitted that they had forgotten to add the new firmware to that country. Is this the same for South Africa or is there another reason why TP-Link has not put it up on the local website? If so, why is the ISP telling me to install it?
