Is it possible to set up two of these routers on the same network wirelessly (ie. not using an ethernet cable between them)?

One would be the main router connected to my ISP, the other would be like a wireless repeater.

You can't do that since AX20 doesn't support WDS or Range Extender option in its Operation Mode section. You can only use a RE to extend your wireless coverage.

AX20 also supports OneMesh. You can select a RE from the devices' compatibility list if you need to set this up.

If this was helpful click once on the arrow pointing upward. If this solves your issue, click once the star to mark it as a "Recommended Solution".
